Are my files really not uploaded?

How is this different from rotating in a PDF viewer?
Rotating in a viewer only changes what you see on your screen. Rotating here saves it in the file, so whoever receives it sees the pages the right way up.
Does it reduce quality?
No. Only the page orientation changes, so text and images stay exactly the same.
